If the Scheme meets with Your Lordship's

approval I shall be glad to receive authority to include

the cost of the work in the next Public Works Loan and

meanwhile to seek the sanction of the Legislative Council for proceeding with the work, charging the expenditure to the surplus balances of the Colony pending the raising of a loan.
